Lab Manager

Position Overview

Manage the City's environmental laboratory in accordance with regulatory requirements. Manage laboratory analytical staff in accordance with the City's policies. Maintain certification from the State of FloridaasanEnvironmentalandDrinkingwaterLaboratory.Assignthetechnicallaboratoryanalysisofthe City's potable water. surface and ground water. wastewater and sludge to determine compliance with federal, state and local water quality regulations. Administer analytical cross-training program for laboratory staff. Function as the Laboratory Quality Assurance and Safety Officer. Externally the position requires interface with potential partners associated with the City's Global Innovation Lab.

Position Functions

  • Coordinate and supervise functions of the City’s laboratory, the training of all technicians, the analysis, sample collection and operating procedures. Generate technician schedules. Review and prepare timesheets and payroll for Laboratory personnel, including ensuring adequate staffing levels and defining minimum qualifications for laboratory positions.
  • In collaboration with the Laboratory Technical Director, assist in evaluating all departmental staff and recommend performance plan adjustments to promote efficient workflow and coordination across divisions.
  • Oversee the laboratory operating budget, including planning, preparation and tracking of laboratory expenditures 
  • Maintain a clean and orderly laboratory. 
  • Responsible as Acting Technical Director, Purchasing Agent and Maintenance Coordinator asdirected.
  •  Participate in the Altamonte Springs Science Incubator (AS2I) as directed by the Laboratory Technical Director.
  • Maintain laboratory certification through documentation, audits, and performance evaluations; assess quality control measures and make any necessary corrections; comply with the NELAC Standard of documentation. absence.
  • Assist with the duties of the Quality Assurance Officer. The Quality Assurance Officer is responsible for the quality system and its implementation, including the monitoring of standards of performance in the quality control and quality assurance of laboratory analysis, documentation, calculation, and reporting. Act as the Quality Assurance Officer in the Laboratory Technical Director’s. 
  • Assist the Regulatory Compliance Manger in overseeing the management of compliance activities. Including, but not limited to the submittal of regulatory reports, monitoring changes is regulations and water quality trends, and providing technical advice. 
  • Conduct Detection Limit (MDL) determinations validated every six (6) months and Initial Demonstration of Capability (DOC) and ongoing demonstration every six (6) months.
  • Follow and update SOP’s for all laboratory activities; maintain up-to-date knowledge of federal and state drinking and environmental water rules for sampling and analysis; assist in SOP updates as rules and methods change.
  • Prepare and document all chemical solutions, reagents, and standards; perform sample analyses using approved methodologies including necessary field measurements; execute advanced mathematic equations.
  • Use commercial Laboratory Information Management System (LIMS) software to collect, evaluate and report analytical data adhering to EPA 2185 – Good Automated Laboratory Practices; review sample login in LIMS for accuracy; create new projects in LIMS assigning sample sites and parameters needed; validate the accuracy of LIMS data import cross-referencing reviewed raw data; update chemical and supply inventory in LIMS using purchase orders and packing slips; accurately transcribe analytical data; submit data for QA Review.
  • Demonstrate analytical proficiency in wet chemistry, solids, demands, microbiology, micro QC, nutrients and metals. 
  • Maintain inventory of required chemicals, equipment, and materials and initiate purchase requests.
  • Inform clients of time sensitive data (i.e. water main break, well clearance, daily process control,etc.)
  • Act as Chemical Hygiene Officer and implement hazardous waste program; monitor hazardous waste satellite accumulation zones. 
  • Conduct safety meetings and NELAC required trainingclasses. 
  • Drive to and from various city work locations. Perform additional duties as assigned. Be available for emergencycall-outs.
  • In the event of an emergency, all employees are considered essential and may be required to perform duties outside of their normal job description.
  • Complete required trainings as specified within the City’s Comprehensive Emergency Management Plan.

Qualifications

MINIMUMQUALIFICATIONS:

  • Bachelor's degree in Chemistry or one of the environmental or natural sciences and four (4) years of experience equivalent  to Chemist II.
  • Five (5) years of combined experience in wet chemistry, solids, demands, nutrients, microbiology and metals.
  • Two (2) years of upper-level supervisory experience in a laboratory environment, including at least one (1) year of experience in laboratory unit operations and analytical process workflows.
  • Able to operate various computer software such as Microsoft Excel, Outlook and Adobe PDF
  • Valid driver license. Must obtain Florida driver license within thirty (30) days of employment.

PREFERABLEQUALIFICATIONS:

  • Two (2) years of supervisory experience managing lab personnel, overseeing quality control, and ensuring compliance with NELAC/NELAP and EPA standards.
  • Experience with LIMS systems.
  • Willingness to adopt AI and emerging technologies.

Supplemental Information

Applicants will be required to complete a Disclosure & Authorization Regarding Background Investigation, a Confidentiality Agreement and a criminal background screening.

Driving history for the past three (3) years must reflect no violations of a driving related felony offense, or driving under the influence (DUI) which includes both drugs and alcohol, reckless driving, or hit and run involving an occupied vehicle or attended property, or an accumulation of traffic violations, plus three (3) points for each attendance at driving school (regardless of whether points were assessed against the license)where the penalty points do not exceed twelve (12).

Position is considered at-risk for exposure to Hepatitis A and B during performance of regular duties. An acceptance/declination of vaccination form is required.
